I have a large number of photos stored in iCloud. But when I download them to my iPhone, the photos are in low resolution. How do I download iCloud photos in full resolution?

To download photos from iCloud and keep their original resolution, you need to adjust iCloud Photos settings. If you want to download full-resolution photos from iCloud to iPhone/iPad, you can follow the steps.
Step 1. Open the Settings app on your iPhone.
Step 2. Tap your Apple ID at the top of Settings.
Step 3. Tap iCloud > Photos.
Step 4. Turn on iCloud Photos.
Step 5. Choose the "Download and Keep Originals" option.
This enables you to save full-resolution photos on your iPhone. If you need to download iCloud photos to Mac in full resolution, follow these steps.
Step 1. Open the Apple menu > System Preferences > Apple ID > iCloud.
Step 2. Make sure iCloud Photos is enabled on your Mac.
Step 3. Select "Download Originals to this Mac."
As soon as your photos are available over Wi-Fi, this will instantly download them all in their original quality. Through this way, you can access original photos on your Mac from iCloud.
Downloading a large number of high-resolution photos can consume a lot of time and storage space, so make sure your device has enough space to store these photos. Also, make sure to keep your network connection stable during the download process to avoid download interruptions or failures.
