Will deleting photos from iPhone delete from iCloud? If that's the case, what's the point of this cloud backup service if I can't simply delete photos on my iPhone but keep them in iCloud?

The main purpose of iCloud is to seamlessly and securely store your data, such as photos, videos, documents, and app data, across all your Apple devices. Once you enable iCloud Photo Library, all the iCloud photos will be synced to your Apple devices. But how to move photos from iPhone to iCloud storage and delete from iPhone? You can enable the "Optimize iPhone Storage" option in iCloud Photos. This will keep full-resolution photos in iCloud while storing device-optimized versions on your iPhone and have iOS automatically delete photos from your phone.

Is there a way to delete photos from iPhone but leave a backup somewhere else? Yes. You can backup your photos from iPhone to computer without iCloud for free and then you can delete them on your iPhone to free up some space.
