I am a legal assistant and take a lot of photos of sensitive documents, driver's licenses, passports, litigation documents, etc. and add them to "Hidden" albums. If you turn on iCloud Photos in the Settings, your hidden photos will go to iCloud. If not, they will not show up in iCloud.

Step 1. Navigate to "Settings" on your iPhone or iPad.
Step 2. Tap your "Apple ID banner" at the top of the screen.
Step 3. Scroll down to tap "iCloud" and select "Photos".
Step 4. If "Sync This iPhone" under "iCloud Photos" is toggled on, all your photos, including hidden ones, will be synced to iCloud Photo Library by default.
You can go back to tap the "iCloud Photos" off switch to disable this feature. The switch should be grey after the feature is turned off.
