Transfer Apps to New Android Device after Setup [2024 Updated]

I got my new phone, but it was already set up, so I missed the part that prompted me to connect my old phone (I didn't have a data cable at the time). Even though my new phone is already set up, can I still transfer data, such as apps, photos, etc., using a USB to USB-cable?
