Will deleting photos from iPhone delete from iCloud? If that's the case, what's the point of this cloud backup service if I can't simply delete photos on my iPhone but keep them in iCloud?

The main purpose of iCloud is to seamlessly and securely store your data, such as photos, videos, documents, and app data, across all your Apple devices. Once you enable iCloud Photo Library, all the iCloud photos will be synced to your Apple devices. But how to move photos from iPhone to iCloud storage and delete from iPhone?
