Upload Photos to iCloud on Windows Computer 

1. Just follow the steps to achieve your upload process in iCloud Photo Library.
2. Download iCloud for Windows and start it.
3. Next to Photos, click Options > Select iCloud Photo Library > Tap Done > Click Apply.
4. Turn on iCloud Photo Library on your iPhone or iPad.

• If your iPhone/iPad is with iOS 10.3 or later, go to Settings > [your name] > iCloud > Photos, then turn on iCloud Photo Library. 
• If your iPhone/iPad is with iOS 10.2 or earlier, go to Settings > iCloud > Photos to turn on iCloud Photo Library.

5. Open a File Explorer window > Under Favorites, select iCloud Photos > Click Upload photos and videos.
6. Select the photos you want to upload and tap Open.
